    The drawing seems to be backwards, because most strokes of the signature should be from left to right, and then a diagonal from right to left to draw the next character. The bottom character can then be read as  画, and the radical on the left of the middle character is probably 糸. The smiling persons and the posture of the sitting one are in the style of Kawanabe Kyosai, but this is not his signature, unless it is that of one of his  style names (he has at least five style names).

    The signature (once reversed) looks indeed like Fusatane, but I havent seen it in a quick scan of Fusatane prints. On the other hand, I found a Fusatane print with similar smiling faces.
