ID of 19th c. scene – five yokai or wild humans??

    Can you identify this creatures and/or story depicted in this scene? It's on a c1870- 1900 Meiji Japanese cloisonne platter. The five grotesque, agitated humans or yokai include one with bright green body, one spotted with a skin affliction and brandishing a red banner, one with a distorted face and long nose, one skeletal thin, and one with a black-spotted face. A paper with writing on it lies on the ground before them.
     
    Any advice as to story or ID of the creatures?
