The artist is Nakai Yoshitaki 中井 芳滝, and the publisher Yaoya Zensuke 八尾屋善助 of Osaka. There is a date/censor seal present -- it is difficult to make out, but it's for either 1872 or 1871.
Pictured is actor Onoe Taganojō II 尾上多賀之丞. If I'm reading the role correctly, it is "Musume Okoma" 娘おこま ("Daughter Okoma"). I'm not sure what the play is.
-A
It's the right hand panel of a kabuki triptych by Yoshitaki.
Panels right to left: Onoe Taganojō II as the daughter Okoma; Jitsukawa Yaozō I as the widow Omaki; Jitsukawa Enzaburō II as Oguri Hangan.
Play: Hime kurabe futaba ezoshi, Kado-za in Osaka, 1st month 1872.
