I don't think the artist is Utamaro; for me it looks more like a print by Utamaro II.
It is not possible to distinguish Utamaro I from Utamaro II based on the signature. It's a stylistic question. The photo is too small, so my assessment was spontaneous. And I'm no expert on Utamaro prints either.
Your right! Under the kiwame seal is a oval date seal saying hare.. that is the year 1807 i think.

Yes, 9/1807. So the print must be by Utamaro II.
