I originally thought it was Ogata Gekko but it’s not, plus it has two signature areas. Thoughts?

It is a sino-japanese war print by Ôkura Kôtô. From the series Japanese Spirit (日本魂 Nihon damashii). It is signed Kôtô (耕濤). I believe the subject is the widow of Lieutenant Asada at the spirit altar of her dead husband before committing suicide. The inset drawing is likely by one of Kôtô's pupils. I think the print is from 1895. See pp. 170-171 of Hu, Conflicts of Interest: Art and War in Modern Japan, Saint Louis Art Museum.
